Hello,
Is it possible to access charge solutions (total charge on each panel) in FastCap Windows build?

No, not in the standard build. Outputting the charge vectors is a debug option for FastCap, that can be switched on at compilation time, not at run time.
You have this option available at run time in FasterCap, though. Or, you may decide to compile FastCap yourself with this switch. Sources are available on GitHub (see our download page), and you just need the free (limited to the license conditions) Visual Studio 2015 Community Edition.
